Mr. Beever:

 

Article 26, Section 7 (E) of the contract states that SSA will provide AFGE Council Presidents and the President of Local 1923 yearly information regarding the number of bargaining unit vacancies by grade and series filled with bargaining unit employees.  In other words, how many internal promotions were provided to bargaining unit employees by grade and series.

 

The Section also provides that you provide the same information regarding external hires.

 

Since the current contract has been in effect in 2005, AFGE has not received this data.  Therefore, this constitutes a request that you comply with this contractual provision and supply this data for 2005, 2006, 2007, 2008, 2009 and 2010 to date. 

 

Please note that career ladder promotions are not vacancies filled by bargaining unit employees.  Thus, do not include any career ladder promotions in this data.  You must include the initial competitive promotions to a career ladder position but not the subsequent non-competitive  promotions within the ladder.  In addition, if possible, AFGE would appreciate the data broken down by union component.

 

Please indicate when AFGE can expect to receive this data.
